Members of the Legislative Council and the Joint Budget Committee met Tuesday and started with a review of rules. The 84-member panel is also getting used to a new meeting room and a new electronic system for being recognized to speak.

Gov. Mike Beebe says state agencies will have to hold the line on spending next year.

Revenues are up from 2009 but Beebe says he wants to take a conservative approach in anticipating available funds.

The state had to cut $247 million from the budget last year when the recession led to lower revenues.
